When radionuclides are released into the atmospheric environment at a nuclear emergency, protective measures such as evacuation and temporal relocation are carried out using motor vehicles such as private cars and buses to reduce radiation exposure to residents. To confirm conditions of contamination for the evacuated or relocated residents, contamination inspection is conducted, in which it is important not to spoil its rapidity. In the present inspection, wipers and tires are designated to first measuring parts, and they are basically inspected by persons using GM survey meters. Utilization of portable radiation portal monitors is also being considered for rapid and efficient inspection of motor vehicles. In order to contribute to rapid and efficient operation of contamination inspection, this report investigated conditions of contamination and measures of decontaminations for motor vehicles at a nuclear emergency. Although available documents and information were quite few, results of the investigations described in the related documents were extracted and rearranged according to the objectives of this report. Furthermore, these results were considered from a viewpoint of rapid and efficient operation of contamination inspection.

The In-Vessel Retention (IVR) of molten-core in Core Disruptive Accidents (CDAs) is of prime importance in enhancing the safety of sodium-cooled fast reactors. One of the main subjects in ensuring IVR is to design the Control Rod Guide Tube (CRGT) which allows effective discharge of molten core materials from the core region. The effectiveness of the CRGT design is assessed through CDA analyses, and it is reasonable for these analyses to develop a computer code collaborated with experimental researches. Thus, experiments addressing the discharge behavior of the molten-core materials through the CRGT have proceeded as one of the subjects in the collaboration research named the EAGLE-3 project, and the obtained experimental results are reflected in the development of the SIMMER code. In this project, a series of out-of-pile tests using molten-alumina as the fuel simulant was conducted to understand the discharge behavior of molten-core materials through the CRGT. In this study, in order to investigate the effect of an internal structure in the CRGT on the discharge behavior of the molten-core materials, the data of an out-of-pile test in which the molten-alumina penetrated to a duct with the internal structure were analyzed. In addition, the post-test analysis using the SIMMER code was conducted and the results were compared with the test results.

Analysis on cooling behavior for simulated molten core material impinging to a horizontal plate in a sodium pool

During core disruptive accidents in sodium-cooled fast reactors, the molten core material flows through flow channels, such as the control rod guide tubes, into the core inlet plenum under the core region. The molten core material can be cooled and solidified while impinging on a horizontal plate of the inlet plenum in a sodium coolant. However, the solidification and cooling behaviors of molten core materials impinged on a horizontal structure have not been sufficiently studied thus far. Notably, this is an important phenomenon that needs to be elucidated from the perspective of improving the safety of sodium-cooled fast reactors. Accordingly, a series of experiments on discharging a simulated molten core material (alumina: Al$$_{2}$$O$$_{3}$$) into a sodium coolant on a horizontal structure was conducted at the experimental facility of the National Nuclear Center of the Republic of Kazakhstan. In this study, analyses on the sodium experiments using SIMMER-III as the fast reactor safety evaluation code were performed. The analysis methods were validated by comparing the results and experiment data. In addition, the cooling and solidification behaviors during jet impingement were evaluated. The results indicated that the molten core material exhibited fragmentation owing to the impingement on the horizontal plate and was, therefore, scattered toward the periphery. Furthermore, the simulated molten core material was evaluated to be cooled by sodium and subsequently solidified.

The capability of stable cooling and avoiding re-criticality on the debris bed are the main issues for achieving IVR (In-Vessel Retention). In the actual situation, the debris bed is composed of mixed-density debris particles. Hence, when these mixed-density debris particles were launched to re-distribute, the debris bed would possibly form a density-stratified distribution. For the proper evaluation of this scenario, the multi-physics model of CFD-DEM-Monte-Carlo based neutronics is established to investigate the coolability and re-criticality on the heterogeneous density-stratified debris bed with considering the particle relocation. The CFD-DEM model has been verified by utilizing water injection experiments on the mixed-density particle bed in the first portion of this research. In the second portion, the coupled system of the CFD-DEM-Monte-Carlo based neutronics model is applied to reactor cases. Afterward, the debris particles' movement, debris particles' and coolant's temperature, and the k-eff eigenvalue are successfully tracked. Ultimately, the relocation and stratification effects on debris bed's coolability and re-criticality had been quantitatively confirmed.

FEMAXI-8 is the latest version of the fuel performance code FEMAXI developed by JAEA. A systematic validation work has been achieved against 144 irradiation test cases, after many efforts have been made, in development of new models, improvements in existing models and the code structure, bug-fixes, construction of irradiation-tests database and other infrastructures.

This is a report on Abrasive Water Jet (AWJ) cutting work carried out on specimen, which was used for Simulated Fuel Assembly Heating Examination by Collaborative Laboratories for Advanced Decommissioning Science (CLADS) molten core behavior analysis group in February 2016. The simulated fuel assembly is composed of Zirconia for the outer crucible/simulated fuel, stainless steel for the control blade and Zircaloy (Zr) for the cladding tube/channel box. Therefore, it is necessary to cut at once substances having a wide range of fracture toughness and hardness. Moreover, it is a large specimen with an approximate size of 300 mm. In addition, epoxy resin has high stickiness, making it more difficult to cut. Considering these effects, AWJ cutting was selected. The following two points were devised, and this specimen could be cut with AWJ. If it was not possible to cut at one time like a molten portion of boride, it was repeatedly cut. By using Abrasive Suspension Jet (ASJ) system with higher cutting ability than Abrasive Injection Jet (AIJ, conventional method) system, cutting time was shortened. As a result of this work, the cutting method in Simulated Fuel Assembly Heating Examination was established. Incidentally, in the cutting operation, when the cutting ability was lost at the tip of the AWJ, a curved cut surface, which occurs when the jet flowed away from the feeding direction, could be confirmed at the center of the test body. From the next work, to improve the cutting efficiency, we propose adding a mechanism such as turning the cutting member itself for re-cutting from the exit side of the jet and appropriate traverse speed to protect cut surface.

It is essential to estimate characteristics and forms of fuel debris for safe and reliable removing at the decommissioning of the Fukushima Daiichi Nuclear Power Plant (1F). For the estimation, melting behavior of fuel assembly in the accident is being researched. To proceed the research, the fuel debris were need to cut, and the abrasive water jet (AWJ) which had enough results for cutting ceramic material or mixed material of zirconium alloy and stainless. The test results demonstrated that AWJ could cut the fuel assembly and accumulated the cutting data which will be subservient when removing the fuel debris in future.

A new experimental program using non-transfer type plasma heating is under consideration in JAEA to clarify the uncertainty on core-material relocation (CMR) behavior of BWR. In order to confirm the applicability of this new technology, authors performed preparatory plasma heating tests using small-scale test pieces (107 mm $$times$$ 107 mm $$times$$ 222 mmh). Based on these preliminary results, an excellent perspective in terms of applicability of the non-transfer plasma heating technology to the SA (Severe Accident) experimental study was obtained. Furthermore, JAEA is preparing for the next step intermediate-scale preparatory tests in 2016 using ca. 50 rods and a control blade that would not only confirm its technical applicability, but also some insights relevant to the issue on CMR itself.

Computational and experimental examination of simulated core damage and relocation dynamics of a BWR fuel assembly

JAEA plans a large-scale test to evaluate damage and relocation behavior of BWR core materials consisting of fuel rods, channel boxes, control blade and lower support structures. Its purpose is to contribute to understanding of core material relocation behavior in the event of severe accidents with the BWR design conditions for which existing experimental database is quite limited. Prior to large-scale testing, JAEA desires preliminary investigations to examine melting test pieces. The purpose of such tests is to verify the materials and test piece will be heated by plasma to the target temperature (ca.2900K) and to collect data about the material relocation behavior. Results from preliminary computational simulations are presented illustrating the effectiveness of a 150 kW non-transferred plasma jet. An experimental test program using the computational analyses as a basis and a plasma torch is described.

A Quick-look report on JAEA plasma heating tests simulating severe accident in BWR

An experimental program using non-transfer type plasma heating is underway in JAEA in order to address large uncertainty in core-material-relocation behavior in severe accidents of BWRs. Based on preparatory tests, two experiments with simulated fuel rods, channel box, control blade and lower support structure were carried out. After the heating, control blade and channel box were mostly gone but major part of the fuel columns remained standing. Downward relocation of molten materials probably consisting mainly of metals was confirmed in the lower support structure region. These results together with data from planned X-ray CT measurement on the heat teat pieces will provide effective data for core material relocation behavior with the BWR design conditions.
